Today, we're stepping back into late '70s Bronx + Harlem and the work of photojournalist Alain Le Garsmeur. Le Garsmeur documented these boroughs post-July 1977 blackout, when stores and neighborhood buildings were left looted. He also captured the frequent clashes between police and NYC residents suspected of commiting crimes (and a period widely regarded as an excessive use of force and profiling  by the NYPD).
